What is Perak Sejahtera 2030 Plan?

The Perak State Government, led by YAB Dato’ Seri Saarani bin Mohamad, the Menteri Besar of Perak, has developed the Perak Sejahtera 2030 plan. This initiative serves as a guideline for creating policies and key agendas for the state from 2022 to 2030. The plan aligns with the Perak State Structure Plan and other active development plans for the region, while also addressing the current and future challenges faced by the state of Perak.

Does the Perak Sejahtera 2030 Plan replace the existing development plans?

No.

 

The Perak Sejahtera 2030 Plan does not replace the existing development plans. Instead, it helps the state of Perak to continue growing, developing, and progressing in alignment with relevant national and state-level planning. In other words, this plan supports and complements existing development initiatives to drive Perak's development until 2030.

What are the primary challenges facing the state of Perak?
Through the engagement and analysis sessions conducted, several key challenges were identified and refined. The following four (4) primary challenges must be emphasized to achieve a quality life in terms of socio-economic, socio-political, and political economy.

1. Migration Over the past decade, net migration has been negative, with more people leaving the state than moving in. This trend is concerning, particularly regarding its effects on the state's human capital needs.
2. Low-Income Household Group (Lowest 40%) (B40) Perak has the highest percentage of B40 households among all states in Malaysia. The state government must ensure that this group is not marginalized in the development process and that they continue to enjoy a sustainable quality of life despite the rising cost of living.
3. Ageing Population In 2010, 7.7 percent of Perak's population was aged 65 years and older. This figure is projected to rise to 11 percent of the estimated 2.51 million population by 2020, which is higher than the national average of 6.73 percent in Malaysia. Consequently, the state of Perak needs to be prepared to address the challenges associated with an increasing elderly population.
4. Readiness to Face the Digital Era A study conducted by the Darul Ridzuan Institute (IDR) examined the availability of big data among state agencies in Perak. The findings revealed that only 47 percent of officers possess skills related to Big Data Analytics. Additionally, just 27 percent of organizations are adequately prepared in terms of resource allocation. This indicates that awareness of big data availability among organizations in Perak remains relatively low.
 
How does the Perak Sejahtera Plan collect information and input in its preparation?

Information and input were gathered through multiple engagement sessions with various stakeholders, including government agencies, government-linked companies, local authorities, non-governmental organizations (NGOs), the private sector, youth, women, individuals with disabilities, and local leaders. All findings from these engagement sessions were analyzed and summarized.

What are the strengths and potential of Perak?
The potential of Perak should be utilized as a strength to align all government aspirations towards a singular goal for the prosperity of the state. Five potentials have been identified:
  1. Strategic Location: Perak is situated between the developed states of Selangor and Penang. Additionally, it shares borders with three states abundant in natural resources: Kedah, Kelantan, and Pahang. On an international level, Perak is adjacent to two major ASEAN countries: Thailand and Indonesia.

  2. Abundance of natural resources: Perak is a state renowned for its rich natural diversity and valuable mineral resources. It is home to the Belum-Temenggor Tropical Rainforest (BTTR), located in Hulu Perak, which is recognized as one of the oldest tropical rainforests in the world.

  3. Skill Development : In Perak, there are 100 educational institutions, which include 62 Technical and Vocational Education and Training (TVET) institutions and 38 Higher Education Institutions (IPT) across 12 districts. These institutions offer a variety of academic and skills development programs. The presence of these centers plays a significant role in enhancing the skills development of the people of Perak, benefiting individuals from all walks of life.

  4. Experience Economy: Perak provides an experience economy centered around four main sectors: education, tourism, services, and well-being. These sectors contribute to the value of the state's economic activities and help improve the image and branding of Perak.

  5. Youth as a Catalyst for Well-being: In 2021, the youth population of Perak is estimated to be 745,500, comprising 373,400 males and 372,100 females. It is essential to develop the potential of youth by enhancing existing programs, ensuring that they are resilient in facing the increasingly complex and uncertain challenges of the future.

Developed by the State Government, this plan serves as a guide for government operations in advancing the state's development through 2030. It builds on previous development plans and integrates medium- and long-term strategies at the state, federal, and international levels.

What is the main agenda you want to bring in Perak Sejahtera 2030?
The State Government, recognizing its potential, aims to lead initiatives that enhance various sectors within the state. These efforts will focus on creating job opportunities, reducing the income and education gap, and improving the overall well-being of the population. The Perak Sejahtera 2030 initiative includes seven key agendas, outlined as follows:
  1. Food Security: Food security is a critical national security issue that requires urgent attention. The state of Perak has the potential to lead in the food security sector, reducing its dependence on imported food. With its existing resources, Perak can effectively develop its agricultural industry to enhance food security.

  2. Digital Economy: Revolution: The state of Perak is actively strengthening its digitalization efforts across various sectors, particularly in business and public services, with the support of both public and private sectors. The people of Perak need to embrace the adaptation and innovation of technology and digital services that are tied to socio-economic functions. This will help improve the economy, enhance productivity, and elevate quality of life.

  3. Data Driven Decision Making: Data is a vital asset for the government, enabling it to make more targeted and informed decisions. By utilizing data, the government can enhance the quality of services, increase efficiency in public spending, and make more precise decisions across the entire public sector.

  4. Sustainable Mining (Responsible Mining): The mineral industry plays a crucial role in the state's economic development, supplying a significant amount of essential materials for various sectors, including construction, manufacturing, processing, transportation, infrastructure, energy, and agriculture. By employing modern technology and best practices in mining activities, it is possible to strike a balance between generating income and managing risks, ensuring that environmental preservation is maintained.

  5. Malaysia TVET Corridor: The presence of numerous skills training institutions is a key strength for Perak in cultivating a highly skilled workforce. These institutions attract many young people to Perak, helping to counterbalance the trend of youth migrating out of the state. To ensure that young people remain in Perak, it is crucial to create job opportunities that align with the skills they acquire through these training programs.

  6. Governance of State-Interest Projects: The governance of state interest projects must be enhanced to instill confidence in both potential and existing investors, encouraging them to choose Perak as their preferred investment destination.   2. Economy Prosperity: Perak Sejahtera 2030 focuses on the efficient and sustainable management of production resources, including human resources, artificial resources, and natural resources. It aims to ensure that these resources are utilized effectively, quickly, accurately, and sustainably in producing goods and services. Economic well-being refers to the security and wealth of individuals, enabling them to consistently meet their basic needs and desires.

  3. Political Prosperity: Perak Sejahtera 2030 aims to establish efficient, effective, fast, and accurate governance to enhance the well-being of the people of Perak. Branding districts in the state of Perak based on their unique features and potential is crucial for driving growth and fostering development within each district. This branding helps establish a strategic direction for enhancing overall growth. Is there a mechanism to monitor the implementation of Perak Sejahtera 2030?

To successfully implement Perak Sejahtera 2030, a Steering Committee and a Working Committee will be established to coordinate the execution of this plan. The committees will be led by the YAB Menteri Besar of Perak, along with the YB State Secretary. They will include representatives from the State Government as well as State and Federal Government Agencies.

 

            The Perak Sejahtera Development 2030 will be implemented over an eight-year period, starting from 2022 and concluding in 2030. To ensure that agencies and implementers fulfill their roles and responsibilities, monitoring will be conducted annually, with a comprehensive review every two years. This approach will help coordinate the project's direction in line with current challenges and needs, while also considering the evolving environmental context and the strategic priorities of the state of Perak.

 

            In addition, the Perak Well-being Index was developed to assess achievement levels. For each well-being target, several success themes have been identified, and their achievements will be reported annually.

The sustainability of the implementation of Perak Sejahtera 2030 is based on five (5) basic principles, namely:
  1. Balance Between Physical and Socioeconomic Development: Ensuring that the wealth generated is accessible to all sections of society to address the income and wealth gap between high and low-income groups.

  2. Smart Partnerships: The government is forming strategic partnerships with private companies, NGOs, and educational institutions to effectively address the needs of the people, particularly in terms of knowledge, skills, and financial resources, ensuring the success of planned development initiatives and projects.

  3. Sustainable Use of Resources and the Natural Environment: The development undertaken must prioritize environmental preservation and future human needs.

  4. Efficient and Compassionate Service Delivery System: Efficient and compassionate service delivery is vital for driving development implementation quickly, effectively, and accurately, enabling people to enjoy exceptional services.

  5. High-Quality and High-Value Expertise: Efforts must be made to retain the current expert workforce, develop new experts, and attract talent from outside Perak.
Is Perak ready to face the digital age?

To assess the availability of big data in Perak, the Darul Ridzuan Institute conducted a Big Data Availability Study among state agencies. Additionally, 54 percent of officers reported that their organizations had access to data, software, and hardware necessary for big data initiatives. The study also indicated that 56 percent of organizations had developed a strategy for big data implementation. However, only 27 percent of these organizations had allocated the necessary resources, suggesting that awareness of big data availability among organizations in Perak remains low.

What issues need to be addressed regarding human capital development in Perak?
According to the 11th Malaysia Plan and the Perak Amanjaya 2020 Development Plan (PAJ), the State Government must continue successfully implementing the human capital preparation and development agenda to meet the demands of future socio-economic growth and industrial development. Key issues that need to be addressed include improving labor market efficiency, strengthening the Technical and Vocational Education and Training (TVET) program, and promoting lifelong learning. These efforts are essential for meeting industry demands, attracting investment, and enhancing human capital skills. Talent and skills development is one of the four catalytic policies.


In its quest to become a developed state, the State Government must prioritize human capital and workforce development to align with the needs of the economy, including the digital economy. As part of this initiative, the government should identify the types of academic and TVET courses needed to fulfill industry manpower demands.
What is meant by the Donut Economic Model proposed in the Perak Sejahtera 2030 Plan?

The doughnut economic model promotes a balanced approach to economic, social, political, and environmental factors in alignment with the goals of Perak Sejahtera 2030. This model serves as a benchmark to ensure that we do not exceed the ecological limits of our planet, addressing critical issues such as ocean acidification, climate change, ozone layer depletion, air pollution, biodiversity loss, land use changes, freshwater scarcity, nitrogen and phosphorus depletion, and chemical pollution.
Furthermore, the doughnut economy addresses essential human needs, including public health and safety, housing, community support, education, environmental sustainability, green technology practices, infrastructure, arts, culture, heritage, youth empowerment, women's rights, family support, care for the elderly, assistance for persons with disabilities, population dynamics, primary industries, entrepreneurship, workforce development, both domestic and foreign investment, equitable wealth distribution, income inequality, poverty alleviation, government governance, national unity, and effective leadership.
